A first communication during the 33rd Ordinary Session of the Assembly of Heads of State and Government of the African Union
- On 10 February 2020, during the 33rd Ordinary Session of the Assembly of Heads of State and Government, H.E. Prof Robert DUSSEY, Togolese Minister of Foreign Affairs, Regional Integration and Togolese Abroad, representing on this occasion His Excellency Mr. Faure Essozimna GNASSINGBE, President of the Togolese Republic, made a communication or a plea on the urgent need to declare 2020-2030 as the “Decade (2020-2030) of African Roots and Diasporas”.
- The presentation of H.E. Prof. Robert DUSSEY had aroused a lot of interest on the part of the Conference which had recommended that reflections on this subject of continental interest be continued on the one hand and that Togo prepare the appropriate documents and submit them to the next ordinary Session of the Conference on the other hand.
- Togo has submitted a concept note on the Decade, which fits well with the African Union’s 2021 theme: “Arts, Culture and Heritage: Levers for Building an Integrated, Prosperous and Peaceful Africa in the Context of Multi-sectoral Challenges”.
On February 7, 2021, the African Union decreed “2021-2031, Decade of African Roots and the African Diaspora”.

At the Summit of Heads of State and Government on February 6 and 7, 2021, the decade 2021-2031 was decreed “Decade of African Roots and the African Diaspora.

The main objective of this decision is to set up a platform for the preparation, promotion and support of projects, initiatives and events related to African roots and diasporas during the decade 2021-2031.

Through the various projects and programs, it is a question of participating in the reinforcement of the contributions of the diasporas and African ancestors to the sustainable development of the continent prescribed by the Agenda 2063 of the African Union.
