The 9th Pan-African Congress of Lomé is part of a historical filiation as well as a prospective vision on crucial questions concerning the future and the place of the continent in the international instances.
Co-organized by the Togolese Republic and the African Union, the Pan-African Congress of Lomé is part of the continental institutional framework based on two pillars:

- Decision Assembly/AU/Dec.22 (XXXVI) adopted by the Assembly of Heads of State and Government at the 36th Session of the African Union Summit on 18-19 February 2023.
- The Pan-African Congress in Lomé is also part of the Agenda 2063.

Stronger involvement of the Diaspora and Afro-descendant communities as it is a fact that people of African descent and the Diaspora play a vital role in the emancipation of the continent by supporting development programs in Africa through multiple initiatives, effective advocacy within the legislative and executive bodies of their host countries, civil societies, NGOs, academia, among others.
